     	This year the First Congressional District Committee has decided to hold regional/local caucuses to elect delegates and State Central Committee Members. Rather than holding a local caucus to elect delegates on one day and then holding a convention at a later date to elect Central Committee members, the entire process will take place on May 19th, 2001 at eight locations throughout the First District. The day will begin with local meetings at the convention site to elect City and County Delegates, then move immediately into regional convention to elect First Congressional District Committee members. These elected First District members will represent us on the State Central Committee. The State Central Committee is empowered by our State Party Plan to decide policy and provide leadership for the Democratic Party of Virginia. James City County and the Williamsburg Democratic Committees will caucus together on May 19th, 2001 at Building "C" at the County Government Complex on Mounts Bay Road. The meeting will begin at 10:00 am. James City County and Williamsburg together will elect 2 persons to serve on the First District Committee/ State Central Committee. In the interest of gender equity, one person must be male and the other female. James City County will elect 12 delegates and Williamsburg will elect 3 delegates. These 15 delegates combined will elect our 2 representatives. All City and County Chairs in the First District have all the information needed to answer your questions.

May 12  Filing deadline for election as delegate to Regional Convention; Forms to be filed with Mike Halpin (County Chair - 1203 Penniman Rd. Williamsburg, VA 23185 757-253-6463) or Clyde Haulman (City Committee Chair). 
May 12  Filing deadline for election to State Central Committee. Persons interested in serving on the Central Committee must pre-file with Dr. McGlennon 2817 Mockingbird Lane, Wmbg, Va 23185 757-220-0568. 
May 18 Temporary rules available for local caucuses and regional conventions. 
May 19 10 am Start of City/County Caucuses at Bldg "C” Immediately following local caucuses: Regional convention to 
elect First District Committee/Central Committee members.

Flag Day Picnic Information:
     	Our Flag Day Picnic will be held on June 14th at 5:30 pm. The location this year will be the outdoor picnic area at the Kingsmill Plantation site. Our picnic coordinators this year will be Mr. Willie Brown and Ms. Marilyn Perlman. Tickets will be $20 a piece. Patron tickets are $50. Sponsor packages are available for $125. Our guest speaker this year is the Honorable George Grayson. We traditionally cater this event ourselves. Chefs Ray, Brent and Ralph are skilled in the art of picnic and will charcoal hamburgers, hot-dogs and chicken breasts to perfection. As always, we ask all guests to bring a dish. This is our summer fun-raiser to help our candidates in the fall with GOTV and campaign support.

A number of alert members of Democrats.com have pointed out that while Bush mangles the language he is also adept at giving new meaning to words we thought everyone understood. The far right has done a masterful job in the last two decades of redefining some of the key terms in political conversation, a tradition that Bush apparently intends to extend and build upon. We invite your contributions to itsnotover@democrats.com, and in the meantime here are our favorites:

big government :
Any attempt by a duly constituted public authority to regulate or put limits on the power of private corporations or make them responsible for the consequences of their actions, with the exception of the gaming or entertainment industries.

class warfare :
Epithet used by Republicans to insult and delegitimize observations by Democrats and others of the horrendous and worsening problem of social stratification in the U.S.

compassionate conservativism : Consists of smiling while cheating women, minorities and the working class out of their share of the nation's productive output. Replaces the term friendly fascism.

conservative :
Once widely understood as one who adheres to traditional methods or views, Republicans now use this word to cover a broad range of social agendas, including; consolidation of wealth in the hands of a few; intolerance of all religious traditions except certain sects of Christianity; military budgets that are inappropriately large for peacetime.

deregulation :
Formerly meant clearing away legal and other obstacles for the purpose of establishing a competitive marketplace, now used to mean the the transition from de jure legal impediments to competition to de facto impediments such as unregulated and uncontrolled monopolies.

faith-based :
Euphemism for "religious," used as part of an attempt to circumvent the Constitution's Bill of Rights whose first nine words are "Congress shall make no law respecting an establishment of religion..."

liberal :
Once commonly used to mean "one who is open minded," Republicans have successfully redefined this word to mean dangerous, irresponsible and unpatriotic fanatic.

middle class :
When used by a Republican this term refers to the 7% of the U.S. population that earns more than $125,000/year.
